HRM.Reference:4 - People, culture, offices and agents
HRM.Reference:4.1 - Culture has several receiving questions
Culture can mean the ways of working that participants perform, explain, criticize, transmit and revise. Changing that culture requires changes in practice and its reproduction. Belonging and experienced support concern another aspect of participation. Voice, representation and remedy concern institutional influence. These can affect one another without becoming one measure. An enjoyable community event may leave work unchanged; a new reward rule may change willingness to help without changing anyone’s capability.
An organization can give HR broad responsibility for obtaining cultural contributions. This neither makes HR the exclusive performer nor supplies unlimited powers. Line managers must provide suitable work and time; specialists supply subject Methods; communities provide access to practitioners and criticism; participants retain their purposes and responses. A shared practice need not be one organized agent. A company, professional network and customer community can share some practices while retaining different commitments and powers.
Development also begins after success. A mastered operation can make a new product, harder problem or better way of developing attainable. Core’s development Methods, Strategy and the relevant domain practice supply that continuation. HRM examines the resulting work opportunities, terms, access and personnel uses. A deficit-only training intake would miss it. A person’s independent trajectory may lead away from the employer; that difference calls for an actual participation decision, not a diagnosis of disloyalty.
HRM.Reference:4.2 - An office is an obtaining arrangement
| Arrangement under consideration | Contribution to specify | Consequence for the HR question |
|---|---|---|
| PMO or development office | The selected advisory, project, method, coordination or development-help functions; their recipients and access | HR consequences follow from actual work and terms. A catalogue of office functions does not teach their professional Methods. |
| Improvement or DBS function | Selection and support of worthwhile improvement or innovation, including opportunities after success | Supply time, capability and receiving work. Do not reduce every initiative to employee training. |
| Enabling team | A bounded facilitation or learning contribution with a receiving team | Determine what the recipient should later obtain or perform and when this interaction can change or end. |
| Knowledge service | Continuing access, use-time improvement and stewardship of knowledge | A continuing service can remain useful after local learning; removing it is not automatically independence. |
| AI CoE or platform service | Particular common capabilities, advice, standards or infrastructure | Separate service provision from a workload owner’s decisions and from personnel authority. |
Compare these with distributed provision, a competent colleague, an external professional and adequate agent work through OCE.8. Include the burden of obtaining and maintaining the help, not only the intervention. A title does not establish capability, availability, confidentiality or a useful result. An internal office may need its own Methods for client selection, intervention, preparation of helpers, capacity and continuing context. Those Methods are supplied by its own professional practice; the general Library connections do not create proprietary service know-how.
HRM.Reference:4.3 - Allocate performance, authority and responsibility separately
An agent may research a career, construct an assessment, propose a work arrangement, perform a permitted administrative act or check another result when it is capable and authorized. A personal agent can serve a person’s outside opportunity or challenge; a corporate agent can serve the employer’s commitments. Sharing technology does not merge their mandates. Set the permitted data and act, the recipient, the relevant quality conditions and the route for correction or revoked authority.
AI can change the required capability and the work itself. Evaluate the actual human–AI or provider configuration. Retain an unaided human operation when the required result, credible operating conditions or an applicable rule require it; otherwise consider a changed operation or competent supply. A learning goal independently chosen by the person remains possible. Likewise, human review is selected for a needed capability, independence or institutional requirement, rather than appended to every agent act. Formal responsibility and powers still follow their actual rules; a high-quality generated recommendation does not grant them.
