IS.2:1 - Problem frame
Use this when intended practice cannot begin, later use fails or current help is ineffective, and different explanations would lead to different action. The target can be established or still being examined. What matters is that a concrete intended use and its difficulty can be investigated.
Begin with one episode: what result was needed, what was understood and attempted, what was available, and where the receiver could no longer continue. Ask the performer to show the difficult point. A missing operation, inaccessible input, unavailable time and an unsuitable target call for different contributions.
The governed subject is the implementation difficulty and the proposed response. An interview, observation or small comparison helps understand it; none is compulsory when a current qualified result already settles the action. The Method returns useful help or a request that can actually be fulfilled, not a taxonomy entry.
Use an adequate known response directly. When an unexpected result after an intervention needs explanation before adaptation, A.3.1.MI:4.5 supplies that developed comparison. When the question is already a human capability diagnosis or an organizational participation difficulty, use HCD.3 or OCE.10 rather than recreate their work.
