IS.6:1 - Problem frame
Use this Method when a practice change depends on parties whose knowledge, decisions or resources do not reach each other, and unequal influence can prevent a consequential contribution from changing the practice. A referral service may report success while its intended users cannot complete the referral. Staff may know why an intervention fails but reasonably fear the consequences of reporting it. The first useful result is a changed interaction or a clearly located decision that the responsible party can actually take.
The facilitator needs access to the receiving episode and a legitimate way to involve its parties. An ordinary exchange that already gets the necessary contribution to its user can proceed without a brokerage undertaking. Use CB.15 for a sufficient joint contribution between practices; enter this Method when that contribution must alter the implementation itself.
