Inviting everyone to a meeting can leave the original distribution of influence intact. Collecting more views can also leave the practice unchanged: nobody connects an account of exclusion to an operation, decision or provision condition that can be altered. The broker must build that receiving connection without claiming to represent a group or decide on its behalf merely because it convened the discussion.
