IS.6:4.1 - Find the broken connection in a real use
Follow one consequential episode from the proposed practice to the result its recipient needs. Locate where an input, interpretation, decision or response fails to arrive. Ask who knows that difference, who can act on it and who bears its consequences. Begin with an observed or explicitly constructed episode rather than a complete stakeholder inventory.
Use PSDA.12 when the affected parties, concerns or representation are incomplete. Its result identifies whose contribution is missing and why that changes the inquiry. Use CB.15 to construct the joint work through which otherwise separate practices can exchange and use a contribution. Bring back the actual receiving operation and permission, not merely the name of a stakeholder or another meeting invitation.
