IS.6:4.2 - Make influence and exposure actionable
For the identified connection, recover who can approve the change, withhold a needed input, impose a consequence or prevent an account from being heard. Include the facilitator’s own employer, sponsor and service obligations where they affect candour. Ask affected parties what would make their contribution unsafe or unusable; do not infer consent from their attendance or claim anonymity when a case is identifiable.
PSDA.13 supplies the appropriate inquiry and protection of material dissent. It can produce separate interviews, a carefully attributed account or another usable mode of discussion. OCE.10 is needed where actual sanctions, workload, access or participation conditions must change. Receive the changed condition or preserve the limit. A private interview cannot by itself make retaliation impossible, and an assurance of confidentiality cannot grant permission to disclose personal data.
When collective representation is necessary, CB.16 establishes whom the representative can speak for, about what, and how the represented participants can correct that account. Do not make a willing participant represent every absent beneficiary. A materially missing group remains a limit on what the current result can decide.
