IS.7:2 - Problem
A list of barriers identifies neither the response nor its owner. Training staff cannot supply absent equipment; changing equipment cannot answer a justified objection to the practice; local enthusiasm cannot alter an external funding rule. Conversely, replacing the whole intervention because one contribution was not delivered can discard a useful practice. The facilitator must turn the interaction into an appropriate action and then reconsider it through actual use.
