KCAE.Application:3.4 - Ecosystem and local installation boundaries

A library publisher can provide stable source addresses, edition-aware reading, useful search cues, source-returning representations and access profiles with declared limitations. Those facilities help several tools and readers consume the same content. A package, skill or service can realize that access under its own supported operations.

The publisher’s choices do not supply an organization’s event observer, permissions, local configuration facts or adoption evidence. Concrete commands, rollout order, current service incidents, deployment counts and operating backlog belong to the local practice running the installation. Changing them need not change the domain methods. A defect in the general meaning of source selection or pattern use returns to its direct Core owner; Core never acquires a normative dependence on this access-engineering DPF.
