Thorough preparation can prevent a costly false start, but endless consultation can consume the opportunity. The method needs relevant judgement and attainable answers, not exhaustive discovery of every informal relationship.
The technical result, distribution of benefits and burdens, and effective authority interact. Discussing titles too early can distract from the work; postponing capability and authority too long can make an attractive proposal impossible.
Participants need enough mutual visibility to rely on one another’s contributions. That does not require pretending that everyone is enthusiastic or that every uncertainty has disappeared.
A first assisted success can justify bounded continuation while still depending on substantial support. Claims of independent capability, recurrent provision and cultural continuation need further evidence and their own methods.
