LDR.4:2 - Problem
A proposal’s formal presentation may miss the advice through which participants actually judge it. A trusted colleague outside the project can expose a real burden or repeat a mistaken assumption. Ignoring that judgement can leave the decision unsupported; trying to bypass it through pressure can leave the proposal worse.
Even a well-understood proposal can stop before performance. Support may remain a promise to seek funding, the resource decision may never take effect, participants may rely on different versions, or the first receiver may still lack a usable product. An announcement does not join those missing contributions.
