An initiator can assume that understanding inevitably produces acceptance, or that refusal proves irrational resistance. This method preserves real disadvantages and legitimate disagreement. It can also overburden participants if thoroughness becomes exhaustive consultation; the receiving decision and attainable value bound the work.
