Library.Reference:9.1.3 - Where does development begin, and what happens after success?

Development need not start with a chosen practice or an explicit problem. Recurrent workarounds, a surprising success, an avoided task or a narrowing of attainable possibilities can justify inquiry. The Core opportunity Methods FPF C.40.OI, C.40.OC, C.40.NU, C.40.PC and C.40.DC connect such inquiry to a worthwhile problem, possible directions and the support they need. An adequate established answer can end that inquiry; creating novelty is not a condition of useful work.

FPF C.40.OD connects the proposed transition, its realization and continuation from the changed position. Its worked case shows why successful delivery of the current result is different from the subject becoming able to organize a further development problem. The next problem may be harder because earlier limitations have been removed, but escalation without a worthwhile attainable gain is not development discipline.

For an unknown way to obtain the result, follow FPF C.39 and the C.40 opportunity and development Methods. For improvement of the means of development, distinguish changing a Method or its provision from changing a holder’s capability. Use E.23.CDI when a named holder must become more capable of conducting the development Work: identify its current limitation, choose an intervention and qualify the resulting capability in representative Work. A Method edit alone does not establish that change. A sufficient contribution ends the local inquiry; continuing development opens the next substantive question.
