Compare complete arrangements, not office names. The same development work might be performed through ordinary managers and workplaces, a specialist development office, a common service for several masteries, a federation, an external provider or an extensive AI arrangement. Methods, capability, resources and powers must be connected without assuming that their structures coincide.

FPF C.32.MWA.PP constructs these alternatives from the supplied practice and receiving result. It distinguishes the subject’s necessary own contribution from substitutable provision, exposes joint demand and authority, and compares shared and specialized support. Its examples include a company without a new office, voluntary external participants and qualified AI. Current Organization Change Engineering (OCE) supplies the actual organizational design and realization where an organization is the governed subject.

A tunnel-building company may need technical performance, learning and continued development. That does not decide that one office should own all three. A specialist development provider can obtain technical expertise from elsewhere while preserving its own strategic remit. Conversely, a common service can share genuinely common provision without treating every mastery as interchangeable. The Method compares these conditions and their whole costs.
