MDPE.12:4.7 - Missing recognition evidence

A proposed event or teaching change claims that a population will recognize an intended distinction. Existing guidance supplies material and observation ideas but no population, comparison task, transfer conditions, or result. Return the missing recognition evidence and blocked decision. Use MDPE.23 if the population must develop the capability; use MDPE.13 if the selection arrangement itself must change.
