ME.14:5.2 - Bounded XRI-14 for SYSE.15
Supply XRI-14 only when SYSE.15 has a compatible engineering Method-repertoire decision and the following positions are recoverable:

SYSE.15 remains responsible for the engineering Method repertoire and compatibility claims. XRI-14 supplies evidence for that decision; it does not direct SYSE.15 to take an ME.14 action.
