ME.22:5.2 - A graph that adds a claim

A proposed graph draws an unconditional edge from “review complete” to “publish”. The prose requires a separate publication decision. The graph has added a consequential claim; it is not another form of the same content. Repair the edge and its condition before testing a pure form contrast, or compare the changed bundle with that difference explicit.
