MNT.12:10 - Architectural Rationale

General configuration identity belongs in SYSE.13. Maintenance adds event meaning, exposure intervals and continuity across service replacements. Keeping that domain contribution here avoids both duplicating the configuration Method and leaving fleet learning dependent on uninterpretable work-order counts.
