MNT.13:9 - Consequences

Repeated work can change the programme when the evidence warrants it, while adequate policies avoid unnecessary churn. Some comparisons remain descriptive or population-limited. Learning effort is directed toward maintenance decisions rather than data accumulation for its own sake.
