MNT.5:3 - Forces

More reserve support reduces some response delays but consumes storage, money and maintenance effort. Shared specialists and repairable pools can improve use of resources while creating contention. Long-term support must address obsolescence and shelf condition; an urgent task needs the smallest adequate answer now. Readiness decisions also affect the people expected to extend a shift or absorb unexpected work.
