“Fault detected, replace component” skips the question of whether the replacement addresses the failure. Compare its expected effect with the supported mechanism. “Root cause not proven, no advice possible” withholds a smaller answer even when all remaining causes support it.

A conditional recommendation is then treated as permission. Carry the condition into the receiving work decision rather than dropping it when the work order is opened.
