APP-MNT-02 — A fleet comparison that reverses when exposure is counted

The constructed fleet contains 48 pumps in two groups. One has fewer counted failures but also substantially less operating exposure. MNT.13 contains the numerical comparison and its decision: the crude rates do not establish a causal policy advantage. Retaining the current policy rests on its existing failure-and-response basis remaining adequate for the stated duties; the rates do not establish that adequacy.

MNT.3 determines what counts as the relevant failure; MNT.12 connects events and exposure to actual components and configurations. If records mix preventive removals with failures, that discrepancy changes the rate before it changes any policy. A qualified current account is useful even when the data cannot support a strong causal comparison.

MNT.2 and MNT.14 then examine which task or Method fits the actual failure and response conditions. A known applicable-spare deficiency can be addressed without waiting for a new fleet study. A low-consequence obvious failure and a hidden protective-function failure remain materially different policy cases.

A proposed further comparison needs a question that the available population, time and access can answer. Its acquisition and interpretation burden belongs in the choice. “Collect more data” is not the automatic result of a limited causal account.
