OCE.10:5.2 - Participation without common employment authority
In a distributed standards association, silence may reflect language, time-zone burden, employer-owned evidence or a seniority norm. An executive-style demand for commitment would miss the actual constraints.
Suppose the association obtains qualified translation and a lawful evidence-use boundary. Participants test an asynchronous challenge-and-response practice on one amendment packet. A junior member can submit a permitted question, an editor responds within an accepted volunteer window, and the correction reaches the packet. Later peer use can support a narrow norm-change observation.
The association has not acquired authority over employer time or permission to publish protected evidence. Missing bylaw or publication decisions still stop their dependent action.
