OCE.11:0 - Use This When

The organization must change while continuing to serve users, but learning, setup, dual operation or recovery compete with existing commitments. Use OCE.11 to make that overlap workable: identify the service conditions that must survive, account for the whole change burden, obtain the necessary decisions, operate a bounded change slice and recover before handing it back.

Begin with one impending collision in time, support or coverage. A vacant calendar slot is not evidence of service headroom. The first useful result can be a smaller change interval, retained support, deferred work or a stop at an unavailable service result.

This pattern concerns coexistence around an organization change. Its operating resource account can include assignments made under an unchanged authority structure: new work does not by itself establish organizational redesign. Conversely, a changed practice can need learning, support and new contribution relations even when job titles stay unchanged. OCE.16 supplies the cross-change entry and per-change return when another separately managed change alters a needed condition.
