OCE.13:4.1 - Start with the decision and what could change it
Recover the arrangement or change being examined and the actual organization it concerns. Name the intended contribution, current commitments and protected conditions. Ask the receiving owner what findings could alter retention, repair, stopping or further inquiry, and when that choice remains possible.
Do not begin by choosing a dashboard. Begin, for example, with “Should the release-support arrangement continue under its current assignment?” The relevant findings may include timely evidence, the burden placed on service work and the conditions under which the same people supply both.
Ask affected participants which consequences the initial account omits. Follow the contribution outward and the work backward: who receives the result, who supplies it, who handles failures, whose work is displaced and which surrounding System could bear a material consequence? Participant accounts can reveal a question without yet settling its answer.
Bound the inquiry by that decision. If one current service or authority result already determines the permitted next action, return it directly. If a wider observation would not change the decision, do not require it merely to fill an evaluation framework.
