OCE.16:0 - Use This When

Use this pattern when two or more separately managed organization changes may alter the same contribution, holder assignment, authority, access path, provider relation, information return, acceptance route, capability-development condition, support interval, or continuing-Work condition, but no current account yet establishes whether they form one decision question.

A recognizable entry is small: one change proposes to alter a named organizational condition and another change plausibly uses that condition for one consequential participant action or decision in an overlapping window. The first useful result can be a qualified cross-change question, a direct exit because the claimed dependency is absent or already answered, or an exact request for a missing owner result.

Do not use OCE.16 merely because initiatives run at the same time, share a dashboard, use different descriptions, or draw from one aggregate resource pool. If the exact question and its consequences for each change are already recoverable, use the direct Method and stop. OCE.16 does not compare joint architectures, select an arrangement, reschedule a portfolio, authorize Work, establish compatibility, or create a superior change authority.
