OCE.16:4.1 - Five-Move Pattern-Use Unfolding

  1. Bind the separately managed changes. Name each actual or proposed change, its subject, intended result, current status, scope, owner, next decision, and relevant window. Do not begin from a programme row or assume that two descriptions name one Work.
  2. Find one consequential dependency. For one organizational condition a change would alter, ask: which other change uses this condition, for which exact participant action or decision, and during which window? Stop if there is no plausible consequential consumer. Do not inventory or pairwise-scan every initiative.
  3. Qualify the claim with participants and available results. Recover the participant account and distinguish observed fact, current relation, expected consequence, proposal, interpretation, and decision. Use what is already known to examine the named condition, consumer action, timing, effectivity and alternatives. Seek a further observation or outside result only when its attainable contribution can change the next action, change which conclusion is supported or make the proposed use admissible, and that gain warrants its full burden; use C.11.DUA and A.15.9 for that question. Return a supported or absent dependency, a compatible difference, an unresolved claim, or a missing fact or owner result with its effect on the proposed continuation.
  4. Use the Method for the required result. Choose the applicable Method and result owner using the question in the table in section 4.2. Give it the smallest sufficient question and evidence. Use the comparison, selection, compatibility judgment, acceptance, or authorization returned by that Method and its actual owners.
  5. Return governed results to every affected change. For each change, state the direct result it can use, the condition it must preserve, revise, obtain, or stop assuming, the owner and validity window, and the observation that reopens the question. Leave unaffected Work on its current basis. If the direct result is missing, return that exact absence and its consequence rather than filling it by coordination language.
