OCE.16:5.1 - Unlike Transfer – Distributed Standards Association

A distributed standards association changes its credential issuer while also changing elected committee-holder assignments. The issuer proposal expects authorization from the incoming elected chair; the election proposal assumes voters receive new credentials before the ballot that establishes that chair. Independent member organizations, bylaw authority, current term expiries, and credential and ballot obligations remain distinct.

OCE.16 binds the two proposal accounts and asks one consequential question: does the ballot action lawfully depend on credentials from the new issuer during a window in which that issuer itself lacks authorization? Participant accounts can expose the cycle, but the supplied bylaws, current authority relations, credential evidence, ballot rule, and term windows qualify it.

Use ME.6 if the proposal Methods or candidate accounts require a different order or support/authority arrangement; use OCE.4 and OCE.6 for credential contribution and enabling relations; use the actual Governance result for bylaw authority. A direct result may retain the current issuer, establish a lawfully authorized interim contribution, change order, or stop with a missing interim-authority result. OCE.16 selects none of them and cannot extend an expired term.

Return the governed credential condition to the election change and the governed authorization/order condition to the issuer change. When an already authorized independent secretariat can continue narrowly, its decision owner may retain that contribution through the named credential and ballot obligations and move cutover afterwards. When no such permission exists, return the exact missing authority and affected continuations to both changes. No universal executive, PumpWorks staffing authority, or one-firm portfolio structure transfers to this case.
