OCE.8:1 - Problem Frame

A bounded organization unit cannot reliably obtain a needed contribution. Familiar responses are to recruit a specialist, train an incumbent, buy an AI service, automate a task, acquire a robot, outsource the result, add a platform, or ask current members to absorb more Work.

These proposals can hide unlike changes. The limitation may be one holder’s capability, an ineffective assignment, missing authority, an unusable interface, weak input evidence, a provider commitment, a Method defect, a shared platform bottleneck, or a recovery condition. A useful decision compares whole ways of obtaining one result rather than ranking people, tools, and suppliers as isolated substitutes.
