PSD.11:10 - Rationale

A consequence comparison connects proposed actions to values through qualified claims about affected subjects. Keeping that chain visible prevents a ranking from silently deciding the model, value system, or protected conditions. Separate comparison and choice allow a well-supported partial answer to remain a valid result.
