PSD.11:7 - Conformance Checklist

  • Alternatives, subject, configuration, affected subjects, horizon, and receiving use are fixed for the comparison.
  • Candidate, value, and uncertainty inputs are current and compatible or their gaps are returned.
  • Each material consequence has a supported path, subject, timing, and uncertainty account.
  • Where a qualitative network is constructed, relationships have distinct meanings and grounds; opposing and unknown evidence reaches the judgement without arithmetic cancellation.
  • A backward proposal is tested forward as a whole; an unsupported transition or failed combination is not generalized to every possible design.
  • Transition, interaction, shared burdens, and displaced losses are included where they can change the result.
  • Measures, value transformations, protected conditions, and evidence retain their different meanings.
  • Missing entries are not zero, equal, or silently favorable.
  • The comparison rule and admissible operations are explicit.
  • Ties, supported incomparability, and inability to compare are distinguished.
  • The result states supported relations, limits, dissent, and exact reopen conditions.
  • Comparison does not establish robustness, recommendation, authorization, Work, or effect.
