PSD.14:4.1 - Recover the recommendation, decision and implementation separately

Name the receiving question, subject, horizon, recipient, choice owner, relevant alternatives, protected conditions and the recommendation’s current disposition. An adequate PSD.13 result supplies what was advised and why. If it is unavailable, stale or outside the present use, recover a qualified direct account or state the exact gap.

Then ask what is actually known about the later decision. Obtain evidence of the authority-holding System’s authorized decision from that System or a qualified direct source, under the direct authority and A.2.9 conditions. Distinguish a choice to commission a study, a choice of an intervention, rejection of the advice, and no established decision. A recommendation or its receipt proves none of them.

Recover implementation and consequence evidence only to the extent the current question needs it. A WorkPlan establishes intended work, not performance. An implementation report must support what was actually done, under which configuration and interval; an observation must identify what was observed and its limits. Whether the advice or action caused an effect requires the direct causal evidence and guidance, not chronology alone.

A useful current return can therefore be: “The recommendation remains conditional; the receiving decision is not yet established; no implementation consequence is claimed.” Unknown decision status must not be silently converted into continuation of a selected action.
