PSD.6:5.2 - A failed join rather than a failed workshop

A team proposes transferring the frequency of concerns mentioned in interviews into numerical criteria weights. The mapping Method yields attributed concerns, not preferences under a weighting model. The join fails even if the interviews were well facilitated.

The practitioner either obtains a separately justified elicitation Method and tests its assumptions or keeps the value contrast qualitative. The failed conversion does not invalidate the interviews or authorize invented weights.
