PSD.9:4.1 - Recover whose concern changes the comparison

Name the subject, affected people or Systems, configuration, horizon, and receiving question. Use PSD.2’s participation and concern account where it supplies relevant attributed concerns, duties, interests, missing voices, or representation limits. That input is not already a value model or a mandate to aggregate preferences.

For each material concern, ask who expresses or bears it, what consequence matters, and under what conditions. Recover an actual assignment, local system-role classification, or authority relation only where the concern’s meaning or governing force depends on it. A title such as resident, manager, or expert does not establish representation or decision rights.

If a needed concern or binding condition is unavailable, use a qualified direct source or return the exact gap. Do not treat non-response as indifference. Distinguish participants’ current statements from the analyst’s proposed interpretation and from an established obligation.
