PSD.9:4.6 - Return the account and its exact incompleteness
Return the attributed concerns and objectives; consequence meanings and measures; protected conditions and their sources; admitted trade-offs or preference relations; material interactions and dissent; unsupported transformations; and what would change the account. When a requirement’s merits were in question, include the bounded appraisal return and the limit imposed by its current force from §4.4.
PSD.11 may use it only for the named comparison. The account can support a partial order or leave a comparison unresolved. Missing preference information is not automatically missing empirical evidence: a further experiment may estimate consequences without deciding how they should be valued.
Recognition needs only a material ambiguity, duplication, or unexplained trade-off. Consequential reliance additionally needs qualified measurements, faithful elicitation, a justified aggregation Method when used, direct authority for binding conditions, and the applicable domain assurance. A readable value table satisfies none of those stronger claims by itself.
