Worked case: a new model without a settled problem
This is a constructed example of the Method, not a report about an actual model, organization or performed Work. Its source packet stipulates the bounded facts described below; absent facts remain absent.
An engineering-services unit hears that a new model can process long technical records. No accepted development problem or target result has been selected. The inquiry concerns useful contributions to engineering handoffs within ninety days, under confidential-data, independent-acceptance and continuing-service conditions. Buying or deploying the model is not the inquiry’s objective.
The inquiry searches in three directions. From the technology, it explores record retrieval and qualification support rather than assuming autonomous decision-making. From uses, it considers evidence acceptance and shift handoff. From characteristics, it considers traceability of limits and reduced recovery burden; a manual index and a clearer handoff structure remain serious non-model possibilities.
The case’s receiving-use statements identify two different worthwhile concerns. An acceptance engineer needs to recover which claims an evidence package actually supports. Shift staff need a usable account of unresolved exceptions and who can take the next authorized action. These statements establish why the possible contributions matter in the example; they do not establish that the model can supply them.

The two directions address different result premises. They are not forced into one OCE.8 comparison. If the unit later stabilizes Opportunity A’s result, use and acceptance basis, OCE.8 can compare complete manual, provider or mixed obtaining arrangements for that same result. That later comparison cannot supply the earlier choice of useful problem.
The return is two conditional opportunities with different missing premises. It is not “adopt the new model.” The original trend-only lead is not retained as a third opportunity because it identifies no useful receiving result.
For the next inquiry, suppose the data owner can provide a purpose-specific access disposition before the next commitment using an existing permissions account. Its answer would determine whether to keep the manual route alone or open the representative evaluation route, and that gain warrants the formulation, owner attention, delivery, and interpretation without protected-record processing or disruption to shift Work. Asking for this bounded disposition is then a useful selected acquisition. A possible later access probe is identified as a candidate stepping stone toward representative qualification work, not as an authorized probe or a proven development step.
An affirmative access disposition would open only the permitted evaluation possibility; it would not establish the model’s usefulness, acceptance authority or the person’s capability. A negative disposition would remove that processing route and reopen the manual or differently bounded contribution. An answer covering only public, non-representative samples would support only a narrow demonstration, not the original representative-use claim.
Both opportunities might later compete for the same review capacity. Their individual plausibility does not establish that they can be pursued together. The joint time/support question remains with its qualified owner before any combined reachability or plan claim.
A small archive is optional. If the unit retains these candidates for later inquiry, its record names this Method and the actual search operations, the two candidate accounts and their source lineage, the missing premises, and the retention reason: preserving distinct useful questions until their dependencies can be resolved. It claims no non-dominated front, expanded possibility space, performed trial or effectiveness.
