Return the useful comparison and the whole-question blocker together
Using PSD.13, the team returns:
Retain fixed and mobile pumping for the stated service-loss/cost comparison. Their order reverses under the declared assumptions. A whole-investment recommendation remains blocked by the unqualified access basis, unresolved assistance and protection consequences, and unclosed baseline, staged and other material branches. Keep the separately attributed service concern in the board’s return; do not replace it with the calculation.
This completes the recommendation at its stated scope. If further inquiry is being considered, use A.15.9 to compare an obtainable access or consequence result with the useful answer already available, a narrower action, deferral or stopping. Select a request only when its contribution to the board’s next decision warrants the whole burden of obtaining and using it within the decision horizon. If selected, the team asks the relevant operations/access or consequence practice for the smallest useful result for this configuration and flood-period window. Each supplying practice qualifies its result through its own Method. A qualified source closing access may leave the value disagreement untouched.
The board’s decision to commission further inquiry would be another result. Funding an access study is not funding a pump, and receiving the recommendation is neither consent nor execution.
