An AI configuration changes while independent advice survives
A team considers model modification, a different scaffold/tool configuration and a changed human–AI allocation. The exact changed object matters: a human training result establishes none of the AI evaluation or deployment-safety premises, and an organization-allocation result does not by itself evaluate a model.
Suppose the committee in the reliability example later authorizes only a bounded probe for configuration A under stated continuity and oversight conditions. An appropriate follow-up arrangement exists: the configuration owner can report material changes, specialist suppliers can qualify them, the adviser has interpretation time, and the committee can receive the revised use consequence.
A notice now identifies configuration B. Observation from B arrives, but the relied-on evaluation still concerns A. PSD.14 produces a split return:

If a generator, candidate archive or open-ended search is itself changing, its actual operators, descriptors, retained candidates and governing policy need their direct account. Calling the holder “OEE” or displaying a front does not supply the missing B result, a worthwhile opportunity or deployment authority.
The observation arrangement is not automatic monitoring created by this text. If an expected result is missed, report the resulting reliance gap. If the decision has ended and no continuing service or protection duty remains, close the follow-up rather than inventing another review cycle.
