PSDA.12:4.1 - Bind the account to one inquiry

Name the PSDA.11 bounded engagement question, or state the same subject, recipient, receiving decision or Work, horizon, and authority boundary directly. Do not import a participation account from another decision merely because the organization, place, or topic is similar. If the engagement identity or receiving use is missing, return that gap to PSDA.11.

Ask: whose situation, contribution, duty, interest, or possible change could make the current return materially different? This question bounds discovery without assuming that every discovered bearer must attend.
