Pass materially different concerns into PSDA.1, boundary challenges into PSDA.2, participation conditions into PSDA.13, value inputs into PSDA.6, and participation-related interference into PSDA.17 when it obstructs the engagement result. Inclusion in the account does not settle a formulation, priority, model, alternative, recommendation, or later choice.

Reopen locally when a new bearer, consequence path, participant, concern, duty, interest, representation basis, dissent, participation condition, receiving use, horizon, or authority relation can change a dependent result.
