PSDA.18:5.3 - Publication coverage and ordinary non-use

A review finds few published PSM applications in a region. The service may use that observation to look for practitioners or cases, but it cannot conclude that the practice is absent, lost or ineffective. The journal/search boundary is not the boundary of enacted culture. A local continuation decision can use qualified practitioner evidence without first commissioning a global survey.

If the only task is to correct a source locator, use the direct source or publication guidance. If the only question is which available Method fits tomorrow’s engagement, use PSDA.4. Neither requires a cultural intervention.

A non-cultural population or lineage does not become a deciding Agent because it changes over time. Return that subject question to its direct practice. A researcher may separately choose an authorized intervention with its own scientific and governance basis; that does not turn the observed population into the recipient or chooser of advice.
