PSDA.1:10 - Rationale

Problem formulation is a field-specific generative move: it connects contested descriptions, concerns, values, evidence needs, and intervention logics to a receiving decision-support use. Generic candidate-set patterns can characterize or steward a set after generation, but they do not construct problem formulations. PSDA.1 therefore owns the smallest plural-formulation result while reusing direct FPF patterns for evidence, episteme identity, relations, set characterization, and authority.
