PSDA.1:4.1 - Fix the receiving inquiry, not the problem answer

State the subject, receiving question or Work and horizon. Name a recipient and later choice owner where the use has them; an inquiry for understanding need not appoint an adviser. A professional engagement can supply these premises through PSDA.11. Import a qualified PSDA.12 account only where participants, affected Systems, concerns, duties, interests or dissent can change this inquiry. Other direct sources may supply adequate premises. If the subject or receiving use differs, separate that inquiry rather than merging formulations across identities.

Write the current formulation in one sentence. Mark its source, factual support, assumptions, and important exclusions. This makes the default frame inspectable rather than privileged.
