Preserve the comparison when the field situation changes
With the field design selected, RMP.3 specifies identifiable site-period observations: the reach and sample location, the hydrological condition and timing, the qualified measurement result, and the access, weather and calibration records that let the relation be examined. A laboratory can supply the measurement result without residents recreating its professional Method.
Suppose the reference reach becomes inaccessible during the informative thaw event while downstream observations remain possible. The original paired comparison has lost a required observation. Preserve the downstream records and return the missed site-period and reason to RMP.2. A later dry-weather reference sample requires a new comparability premise; it is not routine imputation of the missing thaw event.
RMP.4 relates raw indications, qualified measurements and chart values through sample identities, calibration, context and actual transformations. Its account distinguishes a missed observation from an excluded value. A receiving reader can inspect the downstream measurement and handling history but cannot perform the original paired-event comparison. A narrower use requires its own justified question/design.
If volunteers started before recording a protocol, a dated reconstruction can describe what surviving records support. It does not establish prospective specification. Protected access details remain under their actual conditions; a public summary names the examinations it supports and the limitations that remain.
RMP.5 can return the supported downstream pattern while leaving attribution to the proposed source unresolved. Repeated downstream readings do not supply the lost reference reach. RMP.6 assesses whether an authorized matched observation in a later period is worth obtaining for that new question. Its future result cannot recreate the missed thaw comparison, and the current limited answer can finish without promising it. The environmental receiver retains the response decision.
