• STR.1–STR.3 receive a changed strategic subject, assumption or problem formulation only where the signal changes that contribution.
• STR.9–STR.11 supply the comparison and actual commitment to reconsider; their adequate independent results can remain usable.
• PSD.14 supplies an applicable follow-up arrangement and qualified decision-support return.
• C.16 and C.28 distinguish measurement construction and comparability from support for a causal use; STR.7 supplies a bounded experiment design when further evidence is worthwhile.
• C.11.DUA bounds any proposed further evidence demand by attainable decision usefulness and whole burden.
• A.10 and A.10.1 govern actual source reliance and, when needed, discovery of multiple affected uses; they do not choose the strategic response.
• STR.13 receives a material method-learning question, while direct operating, emergency and organization-change Methods retain their work.
