STR.14:2 - Problem

Strategic commitments are often evaluated one at a time. Each looks affordable, but together they exceed shared capacity or rely on the same unavailable performer. Alternatively, a local solution moves the burden: a team accelerates its trial by consuming incident reserve, or simplifies its process by giving unplanned work to a provider.

The description can conceal the conflict. A model of the future service is read as operating capability; a list of management roles is read as a work sequence; or current operations are treated as a phase that must finish before development starts. A useful future direction then appears feasible only because the account lost a different subject, contribution or authority.
