STR.15:2 - Problem
Strategic culture is often inferred from stated values, attendance or publication. An organization calls itself experimental because it has an experiment form, or evidence-led because it stores reports. These facts do not establish what people actually enact, recognize or select.
The opposite simplification treats culture as something too diffuse to influence. It misses concrete relations: who introduces alternatives, how newcomers learn a practice, which objections remain visible, what decision holders reward and what future users can recover.
A project can deliberately change some of those conditions. It cannot infer actual transmission, persistence or improved decisions from its authorization or from completing the intervention.
