STR.15:5.3 - Better access is not automatic transmission

A team moves an old strategic-method example into an easily found shared collection. That establishes a change in the example’s availability under the supplied access conditions.

If nobody has yet retrieved or used it, the maintainer cannot claim that the practice has spread. A new reader may still need the example’s old horizon, customer conditions and permission limits. Improving retrieval, qualifying current reliance and learning to enact the method are separate possible contributions.

The useful immediate result may be the accessible, qualified example. A claim about actual transmission or cultural persistence can remain unresolved without blocking that result.
