STR.16:5.5 - Transfer to a supplier with an external research partner
A measurement-equipment supplier wants a new instrument family and prepares field technicians, while an independent laboratory investigates a measurement theory. The laboratory’s public scientific result may matter later, but the first instrument can use an already qualified method. Its funding agreement gives the supplier no right to redirect the investigation.
Here the portfolio includes the supplier’s funded contribution to the laboratory and its actual result dependencies, not ownership of the laboratory’s whole programme. Product engineering and technician preparation share a test fixture only after their required ranges and access times prove compatible. Scientific samples, confidential customer records and the laboratory’s interpretation authority stay separate.
A proposed common test team would save some setup but cannot enter a restricted customer site. Separate branch provision therefore supplies the product’s field evidence and the technician’s practice, while a common fixture design and permitted reference material remain shared. The scientific work can continue independently. If a later product promise requires a new scientific relation, that promise becomes conditional on a qualified result or must change.
A mathematical inquiry with independently secured people, access, funds and criticism can instead have no shared scarce resource or receiving-result dependency on the supplier’s current development. In that case its RMP construction and existing provision can suffice: keep it visible only where the owner’s real commitment decision uses it, and impose no shared platform, office or new portfolio exercise. An independent scientific purpose does not require an invented product customer. If developing the investigator’s capacity for a harder class of questions is also intended, construct that distinct development undertaking through C.40.OD and the appropriate capability practice.
The preserved construction is the distinction among independent ends, exact result uses and shared demand, followed by comparison of complete support arrangements. The particular branch names, departmental nesting, equipment and funding rule differ. No universal office, research-to-market sequence or four-branch organization is inferred.
