STR.1:4.5 - Return the bounded question and stop

A usable frame lets the recipient answer five connected questions in ordinary language: whose strategy; which contribution and change; what answer is sought; for which horizon and receiving decision; and who can make the choice or supply a missing condition.

For a consequential engagement, also state the current protected contribution, the exclusion that could otherwise mislead a reader and the observation that would reopen the frame.

If the question cannot yet be bounded, state what prevents it. “We do not know which body can authorize withdrawal from the service contract” identifies the missing answer; “strategy is unclear” leaves the recipient to find the question again. Continue only as far as that missing answer requires. Stop when the recipient can use the bounded question for the intended next step.
