STR.9:4.6 - Return the comparison at its supported scope

State the preferred option or retained set under the chosen basis, the reason it beats the serious rival, the reversal conditions and the unresolved limits. A qualified recommendation, an infeasibility result or a worthwhile next inquiry can be complete.

Use STR.7 only when an attainable experiment could improve the choice enough to warrant its burden. STR.10 examines commitment consequences that remain unresolved, and STR.11 supports the separately authorized choice. Keep comparison, selection and actual resource commitments distinct.

Reopen when a changed option, condition, source result, criterion, timing or carrying cost can alter this comparison. Do not rebuild it because an unrelated source or file changed.
